In late 2016 I engaged Bruce Eggleston from KEE DESIGN CONSTRUCT (KDC) a Property Development Consultant, Project Manager, Site Manager to oversee a multi-unit development in Hillarys from conception to successful completion in late 2018.

The brief was to develop a mid to high-end contemporary design and finish in a highly desired suburb. KDC located the right block in the target area and initially completed a high-level design to suit the block, suburb, WAPC and local council regulations.  KDC is very knowledgeable of the Perth property market, as well as the building process and regulations.

Key responsibilities for KDC:

  • Property Development Consultant, Project Manager & Site Manager

  • Target and recommend property to develop

  • Project Feasibility (Estimate)

  • Site survey and planning

  • Initial designs concepts & final, review/liaise with Council

  • Detail designs concepts & final, submit to Council and continual liaison/amendments as required by Council to achieve a Development Approval (DA).

  • Interior and exterior specification – including all fittings

  • Planning and building approvals, including liaison with Council, miscellaneous consultants including surveyors, engineers, draftsman, Western Power, Telstra, Alinta/Atco Gas, suppliers, neighbours and more. 

  • Develop Scope of Works for construction RFQ (Request for Quotations)

  • Develop and oversee construction RFQ (Request for Quotations) with building contractors and sub-contractors

  • Contractor selection and engagement, including KDC Safety Management System

  • Site clearing and demolition

  • Site supervision of sub-contractors

  • Site supervision Builder and client

  • Project Management; including reports, timelines, risk mitigation and project cash flow

  • Interaction with Council, WAPC and utilities

  • Handover including preparation of folder with all appliance operational manuals, other miscellaneous product manuals and/or warranties. Defects rectification.


KDC did an excellent job of managing contractors, the process and the budget. All works was completed within 5% of the original budget. KDC is trustworthy and have been very professional throughout the process. KDC has the required skills to manage a project of this scale.  KDC’s design was different to the run of the mill standard builds – much better, unique, higher spec’d and well suited to the suburb and beach feel of Hillarys.

I have recently engaged KDC again for a new multi-unit development which is due for completion in mid to late 2020. I would have no hesitation in recommending KDC to any potential client.
